Booking requests reach the owner, by default

The fix for problem #1 in my review. Switch between Today and Proposed, then follow the four steps. The guests and requests shown are example data.

How we'd know it worked

Share of newly published agents that collect requests whose owner receives at least one real (non-test) request within 7 days of publishing.

Baseline first, from today's data, then a target agreed with the team. Test requests are excluded by design.
